Why are some sauna and steam rooms?

Why are some sauna and steam rooms allowed to be nude? Also why do people want to be nude in there?

1. because its hot and sticky in there and probably more comfortable to have nothing on.
2. maybe they are gay
3. What's the point in wearing as suit in a sauna or steamroom? Do you wear as swimsuit every time you take a shower? Same issue.
